Reference:

R. Querio to USNRC letter dated April 8,1996, Application for Amendment of Facility Operating Licenses NPF-11 and NPF-18, Appendix A, Technical Specification Changes for Siemens Power Corporation i Fuel Transition.

Pursuant to 10 CFR 50.90, Commonwealth Edison Company submitted the Referenced document to revise the Technical Specifications to transition to Siemens Power Corporation Nuclear Fuel. The purpose of this letter is to supplement the Referenced letter based on discussions during a  ;

conference call between the NRR Project Manager for LaSalle and Comed on September 17,1996.

The Referenced document proposed adding new topical reports to Technical Specifications in Section 6.6.b, and Bases Sections 2.1.2,3/4.1.4, and 3/4.2.4. This letter revises that change by listing the specific NRC approval date and the revision / supplement for each of the new topical reports.

4 This letter also revises section 5.3.1, the description of fuel assemblies from that proposed in the Referenced letter. The Reference proposed that

" Limited substitutions of zirconium alloy or stainless steel filler rods for fuel rods, in accordance with approved applications of fuel rod configurations, may be used. ...". The term " zirconium alloy" is being revised to "Zircalloy or ZlRLO", which are the only zirconium alloys allowed by 10 CFR 50.46.

This proposed supplement to the amendment has been reviewed and approved by Comed On-Site and Off-Site Review in accordance with

procedures.

The Significant Hazards Consideratiori, that was included in the original

submittal, remains valid.
