North Atlamic Energy Service Corporation (North Atlantwj has enclosed herein License Amendment Request (LAR) 96-06. LAR 96-06 is submitted pursuant to the requirements of 10CFR50.90 and 10CFR50.4.
LAR 96-06 proposes four changes related to emergency diesel generator (EDG) requirements contained in Technical Specification 3/4.8.1, "AC Sources". The proposed changes will accomplish the following:
1.
Increase the fuel storage system mmimum volume requirements from 60,000 gallons to 62,000 gallons to account for external facts that may affect the fuel consumption rate. 'this requirement is currently being adnunistratively controlled.
2.
Qualify the words "during shutdown"in the EDG 18 month shutdown surveillance requirement to allow the option of performing selected surveillances, or portions thereof, during conditions or modes other than shutdown subject to the performance of a 10CFR50.59 Safety Evaluation.
- 3. Amendment 18 to the Seabrook Station Operating License eliminated the requirement for automatic start of the cooling tower fans on a Tower Actuation signal, however, due to an administrative oversight in License Amendment Request LAR 92-13 the requirement to test this feature was not deleted from Surveillance Requirement 4.8.1.1.2.f.14.
Seabrook Station has continued to comply with the requirements of Surveillance Requirement 4.8.1.1.2.f.14, as presently worded.
4.
Delete the requirement to pressure test the ASME Code Class 3 diesel fuel oil piping which is redundant to Technical Specification 4.0.5 and which establishes the requirement to perform inservice inspection and insersice testing in accordance with the ASME Code Section XI requirements.

U.S. Nuclear Regulatory Commission NYN-96067/Page 2 LAR 96-06 has been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.
As discussed in the enclosed LAR Section IV, the proposed changes do not involve a significant hazard consideration pursuant to 10CFR50.92. A copy of this letter and the enclosed LAR have been forwr.rded to the New Hampshire State Liaison Officer pursuant to 10CFR50.91(b). North Atlantic requests NRC review of LAR 96-06 and issuance of a license amendment by April 1,1997 (see Section V enclosed).
North Atlantic has determined that LAR 96-06 meets the criteria of 10CFR51.22(c)(9) for a categorical exclusion from the requirements for an Environmental Impact Statement (see Section VI enclosed).
