Transmittal of Final ASP nalysis of 1995 Operational Event at Waterford 3 to Licensee for Information.
Enclosed is a copy of the final Accident Sequence Precursor (ASP) Program analysis of the operational event which occurred at Waterford 3 on June 10,1995. Our contractor, Oak
- Ridge National Laboratory (ORNL), reviewed and evaluated the licensee's comments on the preliminary analysis of this event, as well as conunents received from the NRC staff and from our independent contractor, Sandia National Laboratories (SNL)..The purpose of this note is to request that you transmit this final precursor analysis (Attachment 1) of the event to the Waterford licensee for information along with our responses to the licensee's comments (Attachment 2). Based on the results of our review of the information and comments received from the review of the preliminary analysis, the above-identified event is a precursor, and will be included in the annual precursor report for 1995.
In requesting that this final ASP analysis be sent to the licensee, we are using the same approved standardized process which we developed and currently use for the review of the preliminary precursor analyses. The process involves the use of a standard transmittal letter which we send directly to Projects without the need for management review of each individual request We have discussed the letter with Roy Zimmerman, NRR/ADPR,who reviewed and approved it for use in this effort.
Attached are the following:

The final ASP analysis of the event which occurred at Comanche Peak 1 on 6/11/95.
(2)
Our responses to the licensee's comments on the preliminary precursor analysis of the event.
(3)
The NRR-approved standard transmittal letter with certain specific information to be filled in by the PM. In addition, we are sending a copy of the Wordperfect 5.1 file for this standard letter to you via e-mail for forwarding to the appropriate Project Directorate.
In response to comments from licensees and senior NRC management, we have streamlined the ASP Program with the objective of making the final analysis of an event publicly available in a more timely manner after the event occurs. In the past licensees have had to wait until the publication of the Annual Precursor Report (in some cases, up to 23 months after an event) for the final precursor analysis and the resolution of their comments. Starting this year, as soon as the licensee's comments have been resolved and any required reanalysis performed, we are sending the final analysis and the resolution of their comments to the licensee (via Projects) for their information. analyses in a more timely manner.
We appreciate your assistance in this effort. So that we will know when the analysis is sent out to the Waterford licensee, we ask that Steve Mays, AEOD, and I be included on the distribution list for the transmittal letter. In this way, we will ensure that the licensee has received the final analysis before it is published in the Annual Precursor Report.
