The Nuclear Regulatory Commission (the Comission) has found that:
A.
The application for amendment by Entergy Operations, Inc. (the licensee) dated June 20, 1996, as supplemented by letter dated September 11, 1996, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and

E.
The issuance of this amendment is in accordance wit'h 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to paragraph 2.C.(2) of Facility Operating License No. NPF-29 to read as follows:
(2) Technical Specifications The Technical Specifications contained in Appendix A and the Environmental Protection Plan contained in Appendix B, as revisad through Amendment No. 128, are hereby incorporated into this license. Entergy Operations, Inc. shall operate the facility in accordance with the Technical Specifications and the Environmental Protection Plan.
Except that the enclosure building may be inoperable during CORE ALTERATIONS and movement of non-recently irradiated fuel (i.e., fuel that has not occupied part of a critical reactor core for 12 days) during RF0 8 and the standby gas treatment (SGT) system may be unable to automatically start or achieve and maintain the required vacuum, provided the following conditions exist:
All dampers communicating between the auxiliary building and the a.
enclosure building are closed.
b.
The access door between the auxiliary building and the enclosure building is closed, except when the access opening is being used for entry and exit.
c.
The SGT system is blocked from automatic initiation.
d.
The SGT system is available for manual initiation or the ACTIONS of LC0 3.6.4.3 are complied with.
3.
This license amendment is effective as of its date of issuance.

Evaluation Report dated December 19, 1988 attached to Amendment No. 54.

Maximum Power Level Entergy Operations, Inc. is authorized to operate the facility at reactor core power levels not in excess of 3833 megawatts thermal (100 percent power) in accordance with the conditions specified herein.

Technical Specifications The Technical Specifications contained in Appendix A and the Environmental Protection Plan contained in Appendix B, as revised through Amendment No. 128 are hereby incorporated into this license.
