Dear Ms. Dedik:

1 This refers to our letter dated March 19 asking for your assistance in obtaining the necessary assurances from EURATOM for XSNM02904, Amendment No-

01. The licensee, Edlow International Company, advised us on April 2, by fax, 2

that their customer has requested that the material be delivered to FBFC in Pierrelatte, France instead of FBFC in Romans, France as shown on the export license.

Since the original EURATOM assurances, dated December 5,1995, specified only FBFC in France, we gave verbal approval for the transfer to F8FC in Pierrelatte.

However, before we issue Amendment No.1, we would appreciate your assistance in obtaining assurances from EURATOM that FBFC in Pierrelatte is an authorized facility in EURATOM.

The material was exported from the U.S. last year to British Nuclear fuels for temporary s

storage before delivery to F8FC. Our customer has requested that this material be delivered

Further, we certify that, BNFL/ England, ANF/ Germany, FBFC/ France and ABB Atom / Sweden, as intermediate consignees,are authorized by EURATOM to receive and possess this materialpursuant to the Agreement for Cooperation, dated July 25,1960, as amended.

The material, will be used as reload fuelin existing European light water reactors which are customers of the USEC.
