Areas Inspected: Physical Protection of Shipments of Irradiated Fuel; Protection of Safeguards Information; and Follow-up on an Allegation.

The inspection involved eight hours by one NRC inspector. The inspection

' began during normal working hours, and a total of four hours were conducted during off-hour shifts.

Results: The licensee was found to be in compliance with NRC requirements within the areas inspected.

The' inspector met with licensee representatives identified above on

. April 4, 1985,'to discuss the results of the inspection.

It was indicated that the licensee's hauling contractor, Gresham Transfer, Inc.,

. appeared to be in compliance with NRC requirements within the areas inspected.

Independent Effort (Closed)~ Allegation Follow-up Item (RV-85-A-0016) On March 26, 1985, an allegation was' received telephonically by Region V, U. S. Nuclear.

Regulatory Commission (NRC) that Gresham Transfer, Inc., no longer had available'a vehicle immobilization system accepted by the NRC.

It was

.therefore'a special item of interest in this. inspection to verify that the Gresham Transfer vehicles used in this transport of irradiated-reactor fuel were equipped with appropriate NRC accepted vehicle

' immobilization systems. The two vehicles use.d in this transport, Gresham Tractor Numbers11-745 and 11-746, were inspected at the Gresham yard at 12008 N. E.. Inverness Drive in Portland, Oregon, and later verified'at the Port of Portland as being the same vehicles. 'Both vehicles were P

equipped with vehicle immobilization systems accepted in concept and form by Headquarters,'NRC. The immobilization systems had been bench-tested

'to verify'their operability and functioning in accordance with design and regulatory criteria, n

-The transporter had prepared a booklet of procedures and documentation of training for drivers and escorts for this transport. Documentation included certification of radiological training of personnel involved by

'a State of Oregon agency..Also included were copies of~NRC correspondence indicating acceptability of the vehicle immobilization

. system installed on the two tractors for this move, as meeting the

>30-minute. immobilization time requirement'of 10 CFR Part 73.37(c)(4).

-Portland area and to the-county line.

MC-81810 Protection of Safeguards Information Gresham Transfer Inc., was found to have no approved or accepted security containers or repositories for storing Safeguards Information

.(SGI). The Edlow International Company representative at this move indicated that Gresham Transfer would not retain in possession any SGI material. Route maps and contingency planning data will be provided by the licensee at the port upon beginning the transporc and all SGI materials will be returned to the licensee immediately upon completion of the transport.
