Byron Station Units 1 and 2 Application for Amendment to Facility Operating License NPF-37, Appendix A, Technical Specifications, Section 6 - Administrative Controls NRC Docket Nos. 50-454 and 50-455

Dear Mr. Denton:

Pursuant to 10 CFR 50.90, Commonwealth Edison proposes to amend Appendix A, Technical Specifications, to Facility Operating License tPF-37. The proposed change to Section 6, Administrative Controls, is contained in Attachment A.

When entering an area with radiation levels greater than 1000 mR/h under emergency conditions, this change adds the alternative of continuous surveillance by qualified individuals in lieu of specifying the dose rate on a radiation work permit. The reasons for the proposed change are described in Attachment B.

The proposed change has received both On-Site and Off-Site review and approval. We have reviewed this proposed amendment in accordance with 10 CFR 50.92c and determined that no significant hazards consideration exists. Our review is documented in Attachment C.

Commonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its attachments to the designated State Official.

In accordance with 10 CFR 170, a fee remittance in the amount of

$150.00 is enclosed.
