on May 29 and 30, 1985, intervenors Air and Water Pollution Patrol ,AWPP) and the inmates of the State Correctional Institution at Graterford, Pennsylvania, respectively, appealed the Licensing Board's May 24, 1985, order "iraplementing its [May 9, 1985] grant of applicant's motion for exemption." The inmates also seek a stay of the Board's order and incorporate by reference what was essentially a brief in support of the inmates' earlier, premature appeal from the May 9 Licensing Board order.

Because of the nature of the matters involved in these appeals, good cause c;.ists for shortening the briefing period. See 10 C.F.R. S 2.711(a).
