SUMMARY
OF OCTOBER 3, 1996, MEETING WITH THE NUCLEAR ENERGY INSTITUTE (NEI) ON NUCLEAR UTILITY DEREGULATION ISSUES On October 3, 1996, representatives of NEI met with representatives of the Nuclear Regulatory Commission (NRC) at the NRC's offices in Rockville,
-Maryland. Attachment 1 provides a list of meeting attendees.
The purposes of the meeting were to discuss NEI's new organization, introduce the NEI personnel who will be involved in deregulation and other financial issues, and have a brief discussion of the activities in these areas.
Dr. Tom Ryan was introduced as one of the new Senior Vice Presidents at NEI.
He will be responsible for regulatory policy and reform issues. Three members of his staff were also introduced. Mr. Richard Myers will deal with restructuring and deregulation from the financial perspective.
His responsibilities include, but generally go beyond the scope of, the nuclear industry. Mr. Steve Floyd will deal with the same issues from the nuclear utility perspective. He will interface with the Federal Energy Regulatory Commission, public utility commissions, and will be the primary point of contact for the MC. Mr. Warren Murphy will be Dr. Ryan's executive assistant.
The NEI representatives stated that an NEI task force was formed to discuss deregulation issues and was providing input to the NEI Executive Task Force on Industry Restructuring.
The task force is examining the roles of Independent System Operators, responsibilities for controlling the grid, and other legal and financial issues.
The final topic for discussion was antitrust reviews.
Specifically, the need for NRC staff to do the reviews and the effort required for a review was discussed. The group consensus was that the staff is still required to perform them.
