Dear Dr. Reytblatt:
This is in response.to 'our letter dated April 18, 1985, in which you appealed the NRC's March 25, 1900, response to your Freedom of Information Act (F0IA) request F01A-85-143.
By our March 25, 1985, letter, we provided access to all NRC records that are subject to your original F0IA request, as identified on the appendix to that letter. With regard to the Oak Ridge National Laboratory (ORNL), the NRC does not have possession or control over records at ORNL, and records at ORNL are not NRC records as defined in 10 CFR 9.3a(b). Thus, they are not subject to an F0IA request made to the NRC. The F0IA official for ORNL is identified in our March 25, 1985, letter.
With respect to records relating to the Quadrex Corp., I am enclosing for your information a printout from the NRC's Document Control System which lists all records in the system originated by Quadrex. As you will note, the vast majority of these records are publicly available in the NRC's Public Document Room (PDR).
I am also enclosing a copy of a notice which provides charges and procedures for obtaining records from the PDR.
This completes action on your request.
