Dear Mrs. Aamodt:

I have been asked to follow up on your April 5,1985 letter to the Chairman, Atomic Safety and Licensing Board, regarding alleged design problems with the training simulator installed at Three Mile Island Unit 1. You have indicated that the capabilities of the simulator have been undermined as a result of some decisions by GPU Nuclear management in opposition to the advice of engineers assigned to the project. You also state that you have the name of an engineer who resigned because of these decisions.

I appreciate your returning Mr. Kister's call regarding the above subject on May 16 and the subsequent calls between Mr. Conner and yourself during which you provided the engineer's name, address, and phone number. Mr. Conner has been in contact with the engineer's residence, and since he is presently at sea,, Mr. Conner discussed your stated concerns with his wife. The information she provided is somewhat different from the information that you provided to Judge Smith. For example, she indicates that:

her husband's decision to leave GPUN employment and return to the Navy was totally for personal reasons; her husband's feeling was that GPUN was doing a good job on the simulator project; and, she believes the contrasting information may have came from a next door neighbor.

I intend to discuss this matter with the engineer you identified when he is available in two or three months to substantiate the above information; how-ever, unless it differs from what his wife stated, we do not plan to pursue this matter any further. A copy of this letter is being sent to Judge Smith to inform him of our actions regarding your concerns.

Regarding your request for confidentiality for your information sources, let me assure you that we will make every effort to handle this matter in such a way so as to maintain anonymity for them. Some of our procedures to ensure anony-mity include limiting access to documents which contain identity, preparing documentation in which identity is concealed, and other internal procedures which limit the dissemination of identity on a strict need-to-know basis. I would like to point out, however, that sometimes parties correctly guess the identity of individuals who provide information because of the nature of the information or other factors beyond our control. In such cases, our policy is to neither confirm nor deny the accuracy of their guesses.
