Dear Mr. Taylor:

On September 16-19,1990, the NRC conducted an inspection at your V. C. Summer reactor
facility. The enclosed report presents the results of that inspection.
During the period covered by this inspection report, your conduct of security-related activities
at the V. C. Summer facility was generally characterized by good management support,

effective vital access controls, and sound compensatory measures. Noncompliance or
,
significant issues were not identified.

in accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and
its enclosure will be placed in the NRC Public Document Room (PRD).
