( WOLF CREEK NUCLEAR POWER STATION:

QUALITY CONTROL INSPECTOR ALLEGED INTIMIDATION OF The enclosed Report of Investigation (4-84-003) documents the Office of Investigation's (01) findings concerning the above captioned subject.

A Daniel International Corporation (DI) quality control (QC) inspector maintained that he was intimidated by statements made to him by a DI senior I QC supervisor including the remarks, " cooperate with construction" and, "I will not have anyone working for me who will not cooperate." He noted that although he continued to properly conduct his inspection duties, he resigned C 23 days following the incident since he believed his freedom to report nonconforming conditions had been eliminated.  ;

A witness to the incident recalled that the QC supervisor declared, "I'll c have no one on my team and no one in my organization that doesn't play ball." .

This individual also provided his contemporaneous diary entries of the conversation which indicate the QC supervisor stated, "Everyone in this seg.

will cooperate, including craft" and, "These welds will not be held up over nitpick problems."

Upon being interviewed, the implicated QC supervisor denied making the alleged remarks or otherwise intimidating the QC inspector. He acknowledged  ;

commenting to the QC inspector, "There is no room in this organization for j

people who cannot work together."

B' Several technical concerns identified by the alleger were previously docu-mented in 01 report number Q4-84-002, dated January 26, 1984, and referred to Region IV for appropriate action. .

Neither this report nor transmittal memorandum may be released outside the NRC without the pennission of the Director 01. Internal access and dis-semination must be on a need and right to know basis.
