Emeroency Preoaredness Exercise for Fermi 2 Additional information is being transmitted herewith in supoort of the request made in Reference 2 above.. Attached are the' minutes of a meeting at which Detroit Edison and the Monroe County Office of Civil Preparedness agreed to a test of the emergency communication system in the County Emergency Operation Center the week of July 15, 1985.

Detroit Edison agrees to complete this test prior to exceeding 5% power. It should be noted that some of the communication equipment has already been utilized in natural disaster emergencies in the county. The equipment is routinely checked and tested by the communications officer in-the Office of Civil Preparedness.

In further support of the request, the County will be participating.with Detroit Edison in the exercise scheduled for October 2, 1985. Such participation will also include at least'two preparatory drills, tentatively scheduled for September 11 and 25.

MEETING OF June 30, 1985 A meeting was called to order on Sunday, June 30, 1985 at approximately 6:30 P.M. Those present were James Jones, Detroit Edison; Tom Randazzo, Detroit Edison; Chairman Richard Petticrew, Board of Commissioners; and Jon R. Eckert, Director for the Monroe City-County Office of Civil Preparedness.

The following items were discussed:

1. That Detroit Edison will fully participate with the County of Monroe the week of July 15, 1985 in testing totally the new communication system that has been purchased and installed at the Monroe City-County Office of Civil Preparedness.
2. That a radio will be assigned to Tom Randazzo for an open line of communications with the Monroe City-County Office of Civil Preparedness.
3. That Detroit Edison will exercise jointly with the County of Monroe on October 2, 1985. That a realistic sceniro will be developed by the County of Monroe in conjunction with the utility sceniro.
4. That the utility makes a firm commitment to notify the County of Monroe both verbally and in writing of activities naming one primary and one secondary person, and that the Company agrees to notify the County of Monroe in advance as to degrees of power as testing continues.
5. That the utility agrees to continue to work with the County of Monroe in a cooperative effort towards the full safety of the citizens of Monroe County.
