j Pursuant to Subtitle E of the Small Business Regulatory Enforcement Fairness Act of 1996, 5 U.S.C. 801 (Act), the Nuclear Regulatory Commission (NRC) is 9bmitting two Enforcement Guidance Memoranda (EGMs) that will provide the NRC  :

r,aff with guidance in the application of the NRC's Enforcement Policy as it

light water reactor steam generator degradation and scnitoring. These additions to internal staff guidance are necessary to reflect the most current procedures and policy for the staff to develop and review enforcement actions for the NRC.

We have determined that these actions (interpreted as a " rule" under the Act) are r " major rule" as defined in 5 U.S.C. 804(2). We have confirmed this mination with the Office of Managemer,t and Budget.

2nclosed are copies of the final actions, which are being transmitted for internal publication. These actions are scheduled to become effective immediately upon internal publication and distribution.
