Regarding the Independent Safety Assessment Team's July 30,1996 detennination that three of.\\laine Yankee's instrumentation loops might not meet emiromnental qualification requirements, it is our understanding that hiaine Yankee will be required to perfonn an Operability Detennination in accordance with NRC Generic Letter 91-18 belbre returning to power.
Specifically, will the NRC assure the public that a written Justification Ibr Continued Operation (JCO), as cited in Generic Letter =91-18, along with a fonnal engineering analysis will be filed belbre Slaine Yankee receives NRC approval to restart?
