license application XUO8611 for the export of 2,500,000 kilograms i

of natural uranium to certain countries for conversion, enrichment,

and fabi9 cation into fuel-assemblies for ultimate use in light-water power reactors located in the U.S., EURAT0H, Spain Sweden, and Switzerland.

With regard to this request DOE recently has informally advised 7

NRC that based on previous discussions with the embassies of Canada, Switzerland, Sweden, and Spain, none of these countries is prepared to provide the required generic written assurances to cover the proposed export of source material.

In view of this Edlow has submitted the enclosed revised license application XUO8611 dated July 9,1985 to replace its earlier application. This new application l

removes Eldorado Canada; Asea-Atom, Sweden; and ENUSA, Spain as l

intermediate consignees and Sweden Switzerland, and Spain as possible countries of ultimate destination. As a result, license application XUO8611 now will cover only exports to intermediate consignees located in EURATOM for ultimate use in light-water power reactors located in j

the U.S. and EURATOM.

We would appreciate your views on the revised application in accordance with established procedures as to whether the proposed export meets the applicable criteria in the Atomic Energy Act as amended by the Nuclear Non-Proliferation Act of 1978. Please note the application involves l

the enrichment of U.S.-supplied material.
