ORDER On June 24, 1985 the Philadelphia Electric Company ("PECo") moved the C'mmission o for an exemption from the requirement of 10 CFR Part 50, Appendix E, Section IV.F.1 for the conduct of a full participation exercise within one year before the issuance of a full-power operating license.

This motion does not appear to require resolution of any issues currently being addressed in adjudicatory hearings and none of the pleadings filed in response to this motion indicate a need for an adjudicatory hearing. Therefore, no adjudicatory hearing is required and it is appropriate to refer the initial evaluation and decision on this motion to the Director of Nuclear Reactor Regulation and we hereby 8507260610 850724
