Dircks Executive Director for Operations Subiect: RESULTS OF OPERATOR LICENSING EXAMINATIONS FOR THIRD QUARTER FY 1983 AND REOUALIFICATION EXAMINATIONS FOR THIRD AND FOURTH QUARTERS FY 1983 puroose: To inform the Commissioners of examination and licensing, activities for Reactor Operators and Senior Reactor Operators, including requalification examination results. .

Discussion: The enclosed tables report licensing action results, including issuances, denials or withdrawals and pass / fail rate for each NRC licensing examination component. The results are presented as a combined total and broken down by region, since the operator

  • licensing function is now fully decentralized. Also included ara tables showing the results of the recualification examinatiors given. Recualification examinations were started in June 1983 in accordance with the program described in SECY 83-252. To date, although some program deficiencies have been identified and corrected, the overall quality of requalification training programs for licensed operators has been satisfactory.

In our report dated May 23,1983, (SECY 83-72A), we indicated that fourth quarter FY 1983 licensing examination results would be included in this report. However,'due to a software problem, we cannot provide this infonnation at this time.

REOUALIFICATION EXAMINATIONS GIVEN REGION I Third Quarter 8tesults Salem 1 & 2 Satisfactory. Some weaknesses in several operators. Plant has certified that retraining has been I given in all weak areas. '

Fourth Ouarter Results Indian Point 3 Technical level satisfactory.

Deficiencies in timely review of training material by plant staff.

Procedures were revised to preclude

( future occurrences. ,

Haddam Neck Satisfactory. No significant deficiencies. Plant staff and training personnel indicated '

that NRC participation in the recualification program resulted in significantly more attention being paid to tnis program by plant management.
