SACRAMENTO MUNICIPAL UTILITY DISTRICT RANCHO SECO 1985 EMERGENCY PREPAREDNESS FIELD EXERCISE 2.0 OBJECTIVES AND GUIDELINES General objectives and guidelines have been developed for the 1985 Emergency Preparedness Field Exercise, which is scheduled to be conducted on August 28, 1985. The " extent of play" by exercise participants is listed below each objective.
If nothing is listed below the objective, all players should respond according to the Emergency Plan.
This exercise will be conducted during backshift hours to involve only SMUD personnel and emergency organizations.
A.
EXERCISE OBJECTIVES - ONSITE
- 1. Control Room a.
Demonstrate the proficiency of the Control Room staff to recognize and classify an emergency condition.
A second shift of operations staff will participate throughout the exercise and will interface with Technical Support Center (TSC) staff (AP 501, Recognition and Classification of
)
Emergencies).
b.
Demonstrate the ability to alert and mobilize SMUD emergency response personnel.
Perform notification, AP 506.01, Activation and Operation of the TSC.
c.
Demonstrate the ability to notify Federal, State and local authorities in a timely manner.
Perform notification, AP 506, Notification / Communication, d.
Demonstrate the transfer of responsibilities from the Control Room staff to the TSC staff.
Transfer of responsibilities will occur after the TSC is staffed but operations will continue to participate.

Demonstrate the ability to establish and maintain emergency ccmmunications links.

f.
Demonstrate operations staff support of security as needed.
Operations staff will provide information to the bomb squad, assist in searching for bombs and provide escorts in radiation controlled areas (if necessary).
g.
Demonstrate assembly / accountability if the TSC has not been activated.
Search and Rescue will be performed in conjunction with accountability.
Perform AP 513. Personnel Accountability and AP 525, Security.
4 Security will simulate some actions (i.e., locking gate) and other actions will be initiated and performed for limited time periods (i.e., access control).
h.
Demonstrate the ability to analyze current plant conditions and identify projected trends and potential consequences.
Demonstrate the ability to staff and activate the TSC and PAP in a timely manner.
Perform AP 506.01, Activation and Operation of the TSC and AP 551, Activation and Operation of PAPS.
b.
Demonstrate the ability to establish and maintain emergency communication links.
c.
Demonstrate the ability to conduct assembly / accountability.
Perform AP 513 Personnel Accountability and AP 525 Security.
Security will simulate some actions (i.e. locking gate) and other actions will be initiated and performed for limited time periods (i.e. access control).
d.
Demonstrate the ability to gather, assess, and disseminate information regarding plant conditions and the emergency response activities in a timely manner, e.
Demonstrate the ability of the TSC and PAP staffs, in conjunction with the Control Room staff, to coordinate activities to simulate returning the unit to a safe, stable condition.
f.
Demonstrate the ability to analyze current plant conditions and identify projected trends and potential consequences.

g.
Demonstrate the ability of the TSC and PAP staffs to direct and coordinate the deployment of radiological monitoring teams. Teams will-perform in-plant surveys and provide this information to the Chem Rad Logistics Coordinator.
Perform AP 507, Onsite Radiological Monitoring, and AP 508, Offsite Radiological Monitoring. Some simulation of actions may be performed, such as repeated air sampling.

Demonstrate the ability to perform offsite dose assessment activities and cose projections, as appropriate.
Perform AP 511. TSC Dose Calculat' ion.
1.
Demonstrate the ability to obtain and analyze PASS samples and assess the resultant data.
Perform AP 305-35. Emergency Reactor Coolant Sampling, using the Post Accident Sampling System (PASS).
Engineers will assess post accident data using AP 56, Core, Damage Assessment.
- j. Demonstrate the ability to perform assessment of radiological conditions to support the formulation of protective action reconenendations.
Perform AP 528, Protective Action Guide.
k.
Demonstrate the ability to control the exposure of emergency workers.
g Perform AP 515. Emergency Personnel Dosimetry.
- 3. Security a.
Demonstrate the ability to control access to the site and emergency centers.
Security will control access to CR, TSC, and PAP being performed initially with play reduced later in the exercise.
Site access control will be allowed for normal business except when assembly and accountability are being performed.
I Demonstrate accountability function as listed in 2.c.
b.
Demonstrate the ability to mitigate and control simulated sabotage of the plant facilities.
Perform AP 526, Sat,otage or Civil Disturbances, initially, and play reduced later in the exercise.
Demonstrate the ability to kt,o the Emergency Coordinator informed of all changes in plant security status.

Perform duties as s'sted in AP 400, Rancho Seco Physical Security Plan.
Implement effective command and control throughout the exercise.
c.
Demonstrate the ability to communicate assistance requests to Sacramento County Sheriff's Department (SCSD) and maintain communication status throughout the exercise.
Perform AP 529, Offsite Support and. Assistance to Rancho Seco.
Expedite si.te access for responding SCSD and offsite firefighting units.
Conduct concise briefing of responding SCSD, upon arrival on
- site, d.
Demonstrate the ability to coordinate activities with SCSD personnel.
Perform AP 526, Sabotage or Civil 01sturbantes, using SCSD interface. These groups will resolve the hostage situation, conduct intruder interrogation, render the explosive devices safe and provide for the devices' disposal.
8.

Demonstrate the adequacy of facilities and displays to support emergency operations.

Demonstrate the ability of EOF personnel to coordinate information exchange.
f.
Demonstrate the ability to make decisions in accordance with the Plan and to coordinate emergene.v activities.
Perform duties as stated in AP 50(,, Rancho Seco Emergency Plan.

Demonstrate the ability to schedule and conduct initial and subsequent briefings.
Conduct EOF and Technical briefings as defined in AP 506.02.
h.
Demonstrate the ability to obtain releasable information for preparation of news releases.
- 2. Unified Dose Assessment Center (U0AC):
a.
Demonstrate the ability to obtain data from the TSC and use the data to perform dose projections.
Perform AP 512. EOF Dose Calculation.
b.
Demonstrate the ability to provide input to EOF briefings in a usable format.
Provide information for briefings as stated *1n AP 506.0E.
c.
Demonstrate the ability to establish and maintain appropriate communication links with TSC personnel.

- 3. Emeroency News Center (ENC) a.
Demonstrate the ability to install telephones and equipment upon notification by the Nuclear Public Information Coordinator.
Ensure phones in Rumor Control and media working rooms are plugged in and operational.
Ensure telecopy and video equipment are set up and operational.
Ensure audiovisual equipment, status boards, chairs, tables, platforms, amplifier equipment and video camera equipment are installed and operational in the General Purpose room, b.
Demonstrate the ability to activate and staff the ENC in a timely
