EVALVATION OF POINT BEACH NUCLEAR PLANT 120-DAY RESPONSE T0 SUPPLEMENT NO. 1 TO GENERIC LETTER 87-02 (TAC N0s. M69472 AND MG9473)
The enclosure provides the NRC staff's evaluation of your response to Supplement No. I to Generic Letter (GL) 87-02, " Verification of Seismic Adequacy of Mechanical and Electrical Equipment in-Operating Reactors, Unre-solved Safety Issue (USI) A-46," for the Point Beach Nuclear. Plant, Units 1 and 2, which was submitted to the NRC in a letter dated September 21,.1992.
The supplement required that all addressees provide, within 120 days of the issue date of the supplement,- either a commitment to use both the Seismic Qualification Utility Group (SQUG) commitments and the implementation guioance described in the Generic Implementation Procedure, Revision 2 (GIP-2), as corrected on February 14, 1992, and as supplemented by the staff's-Supple-mental Safety Evaluation Peport No. 2 (SSFR No. 2), or else provide an alter-native method for responding to the GL.
Your September 21, 1992, response indicated that you commit to the SQUG commitments but was unclear as to whether you plan to follow the implemen-tation guidance.
In a conference call on January 15,1993,.ycu clarified your intent to adhere to the GIP-2 implementation = procedures. ~ Based on your com-mittment to the entire GIP-2, including both the SQUG commitments and the implementation guidance, the staff finds your response acceptable.
We note that, in addition to the August 21, 1992, SQUG letter for implementing GIP-2 referenced in your submittal, you should refer to the October 2,1992, letter f rom J. G. Partlow, NRC, to N. Smith, SQUG (attached co_ the enclosed -
SE) which responds to thc August 21, 1992, SQUG letter.
The implementation schedule you propose is within the 3-year response period requested by the staff in Supplcment No. I to GL 87-02 and is, therefore, acceptable.
Your response concerning the in-structure response spectra to be used for USI A-46 has been determined by the staff to be adequate and acceptable.
In-additicc, the staf f agrees with you that the in-structure response spectra generated using the procedures and criteria described in your submittal can be used as ' conservative, design" spectra for coccaring seismic capacity to seismic demand at Point Beach.

A-46.
This would be done-in accordance with 10 CFR 50.59.. You also indicated that you plan to use GlP seismic verification methodology _ in the-near future for the installation of two additional' euergency diesel generators.
The staff recognizes that you may revise the licensing basis in accordance wi'th 10 CFR 50.59 to reflect the acceptability of the USI A-46 (GIP) methodology for verifying the seismic adequacy of-electrical-and mechanical equipment covered by the GIP.
This should.be done consistently with the SQUG commitments and implementation guidance.
