50-424/85-17, 50-425/85-17 Attention: Mr. Roger D. Walker The Georgia Power Company wishes to submit the following information concerning the violation identified in your inspection report 50-424/85-17 and 50-425/85-17:

Violation 50-424, 425/85-17-01, "ASME Class 1 Piping Material Accepted Without Ultrasonic Examination" - Severity Level IV This violation cites the certified material test report for a 1 1/2 inch by 3/4 inch flow restrictor on purchase order PAV-5721, Change Order 90, purchased from Consolidated Pipe and Supply and manufactured by Stainless Products, which does not contain evidence of ultrasonic inspection. Georgia Power Company offers the following response pursuant to the criteria of 10 CFR 2.201:

Georgia Power Company denies the violation.

Georgia Power Company evaluated the violation by discussing the cited discrepancy with responsible engineering and quality assurance personnel and by contacting the vendor, who in turn contacted the manufacturer. The bar stock from which the flow restrictor was fabricated was supplied to Stainless Products by a subvendor as ASTM A479 material.

Stainless Products upgraded this material to ASME SA479 by conducting chemical analysis in accordance with section NCA 3867.4(c) of the ASME Code.

The flow restrictor in question is a machined fitting fabricated to specified dimensions and tolerances.

Therefore, the nondestructive examination of the completed flow restrictor was conducted in accordance with section NB-2551 of the ASME Code to complete its qualification as a Class 1 fitting. Section NB-2551 allows liquid 0507260434 050710 PDR a

i penetrant testing as one of five examination options.

The certified material test report from Stainless Products provides the results of the chemical analysis, mechanical tests, and the liquid penetrant examination.

Based on the evaluation described above, Georgia Power l Company has concluded that the flow restrictor purchased under PAV-5721, Change Order 90, was properly qualified in accordance with article NB-2000 of the ASME Code.

This response contains no proprietary information and may be placed in the NRC Public Document Room.
