SECY-87-100 - SYSTEMATIC EVALUATION PROGRMt (SEP) PLANT EXEMPTIONS This is to advise you that the Commission (with Chairman Zech and Commissioners Roberts, Asselstine, and Carr agreeing) has disapproved the recommended procedure for processing the SEP IPSAR identified exemptions.

The Commission (with all Commissioners agreeing) requests that you provide it-with a range of options for consid-eration.
The Office of the General-Counse?. should. provide a legal analysis for each option including tne legal necessity for processing these exemptions at'all.
