REFERENCE:

FNMC Plan, SNM-1168, Docket 70-1021 On December 1, 1992 B&W Fuel Company (BWFC) submitted revisions to their FNMC Plan concerning the sampling of downloaded fuel pellets.

During a telephone conversation with Richard Cassano of you staff, it was agreed that more detail to the Plan was required to better clarify our downloading process for accountability purposes.

One concern was the use of the term shipper's values.

Since for downloading operations, the incoming product (pellets in fuel assemblies) differs from the outgoing product (pellets in boxes) the use of shipper's values was inappropriate.

To rectify this, the words shipper's values was replaced with " shipper's element and isotopic values" on page 3-2.

To further support this the following statement was added on page 3-3, "In either case, the pellet boxes must be weighed and uranium content quantified.

This may be determined by using shipper'_s element and isotopic values or receiver's sample analytical data."

Richard also questioned whether the rods would contain more than one enrichment.

To cover this, annex ; sampling plan was modified to include the following:

"Each batch must contain one enrichment.

If enrichment varies amongst fuel assemblies or within fuel rods, a drawing that identifies the location of the enrichment variations must be available to separate batches.

Pages 3-2, 3-3 and the CO2 Pellet Receipt Sampling Plan Outline of Annex 3 were affected by these changes.

These revisions are identified with a cide bar.

The pages reflect today's date and revision 5.

Six copies of these changes are provided.

Please remove only those three pages of the FNMC plan and replace them j

BWFC regards these changes as an increase rather than decrease of the Plans effectiveness and are submitting these changes under the provisions of 10 CFR 70.32.
