Dear Mr. Shadis:

This is in response to your letter dated September 25,1996 regarding the Independent Safety Assessment (ISA) of Maine Yankee Nuclear Power Station.

A.1.

The results of NRC staff meetings and discussions formulating the ISA are contained in the enclosed correspondence. The public entrance meeting with the licensee on July 15,1996 described the objectives, scope and methodology.

Copies of presentation slides were available at the meeting and a copy was sent to the local public document room transmitted by my July 17,1996 letter to l

Mr. Frizzle, President of Maine Yankee Atomic Power Company.

A.2.

The levels of NRC effort, scope and programmatic areas reviewed are comparable.

The design of the Maine Yankee assessment benefitted from review and briefings i

from the Millstone and Haddam Neck t,pam inspections particularly in the design and

{

licensing basis areas and included a more extensive review of analytic codes l

applications.

A.3.

You are correct in your understanding that the reactor vesselinternals and steam generator were not included in the scope of the ISA. The ISA did include extensive physical observation of selected standby safety equipment and cperating systems as well as their design basis, testing, maintenance and operating procedures. Plant 1

shutdowns during the assessment afforded the team opportunities to inspect equipment and conditions inside the containment and to observe operators conduct startup and shutdown activities.

A.4.

Considerable effort was expended on review of surveillance testing of standby safety equipment with respect to the design basis for that equipment. The scope of the review did not include materials testing based on extensive recent review of steam generator inspection and tube sleeving.

A.S.

The ISA included an extensive review of the Yankee Atomic contract support of engineering services and maintenance and use of analytic codes in support of Maine Yankee operations. This level of review in this area is a unique effort in direct response to the problems identified via allegations regarding the use of the RELAP/5YA code. The assessment ineluded the interface between the Maine Yankee engineering support and Yankee Atomic.

The ISA had access to all assessments internal and external conducted of Maine Yankee. Such assessments were a valuable part of the ISA both from their specific findings and as a measure of the utility's self assessment and corrective action program.
