I approve the final rule as proposed in the paper, as amended by the staff's July 10,1996 response tc the SRM related to the subject Commission briefing. L
- 2. I agree with the staff that the use of"any two hours"(worst two hours) for the '
period used to evaluate dose to the public at the exclusion area boundary (EAB), '
is appmpriate.
- 3. The last two sentences on the bottom of P. 20 of the proposed Federal Register Notice regarding plant shutdown in the event of an operating basis earthquake (OBE), need to be revised in that they are worded in a manner that implies that structures, systems and components that are designed to withstand a safe shutdown earthquake (SSE) may not even be able to withstand an OBE. This appears contrary to the stated purpose of SSE design requirements.
- 4. The meaning of the term " ultimate power level contemplated" as used in
$50.34(a)(1)(n)(D) of the proposed FRN (inp of P. 35)is unclear. Use of
" maximum" or "d3 sign basis" power level would appear to be better.
