I approve the final rule and its inclusion of the two-man i requirement. However, the NRC needs to gain a better !
understanding of the relationship between specific requirements l and their impact on safety. The intended safety benefits from !
the two-man rule may be based more on belief at this time, than on data. The staff should develop a means to measure the impact .
on safety of the two-man requirement, and, if possible, i distinguish these impacts from impacts resulting from other !
related requirements, including vegrades in equipment, and j increased training and certification requirements.
