Calvert Cliffs Nuclear Power Plant Units 1 and 2 Post Accident Sampling System Inoperable
Dear Dr. Murley:
On March 5,1985, the Post Accident Sampling System (PASS) was declared inoperable due to an oxygen analyzer failure. On April 15,1985, Electrical and Controls personnel completed repairs and the analyzer was placed in service. When PASS was operated on May 8,1985, it was found inoperable due to a failed seal on the pH probe. The failed seal rendered the boron analyzer and the pH monitor out-of-service.
The action required by Technical Specification 3.7.13a, if the PASS operability cannot be restored in seven days, is to prepare a Special Report to the Commission pursuant to Specification 6.9.2. Because the reason for the PASS inoperability changed, as well as the scheduled PASS restoration, an updated report was submitted to you on June 6,1985. In that report it was indicated that the estimated date for returning PASS to operation was July 3,1985, pending the repairs and post-maintenance testing.
Since that date additional problems have been experienced with PASS. Calibration of the boron analyzer can only be achieved at higher sample flows and some radio isotopes as measured by the germanium detector are inconsistent with actual activities. A vendor i
representative is onsite to assist in resolution of these problems. Repair parts for pH monitor have been received and it is expected to be returned to service this week.
The new estimated date for returning PASS to operation is July 31, 1985, pending resolution of the above problems and satisfactory post-maintenance testing.

Nuclear Regulatory Commission July 19,1985 Page 2 Based on discussions with members of your staff and the Project Manager from NRR on July 19,1985, we will no longer utilize the procedure for undiluted RCS grab sample from the NSSS sample sink to fulfill the ACTION statement (3.7.13.a) when the PASS is inoperable. Consequently, we are currently qualifying the PASS diluted sample method to meet the ACTION statement requirements. We expect this to be achieved by August 1, 1985 or earlier.
