Dear Mr. Jackson:

This letter is to invite you to participate in the NRC Gaseous Diffusion Plant (GDP) tabletop scheduled for Thursday, November 7, 1996. The tabletop will begin at 8:30 a.m. and end at approximately 4:30 p.m. The purpose of the tabletop is to ensure that NRC and the United States Enrichment Corporation (USEC) are prepared to respond to an incident at a GDP in a complementary, consistent, and effective manner. This exercise will involve participants from the Portsmouth and Paducah GDPs, USEC, and NRC (including the Office for Analysis and Evaluation of Operational Data, the Office of Nuclear Materials Safety and Safeguards, and NRC Region III). In addition, DOE is invited to provide a historical perspective of emergency response.

All participants will convene at the NRC Headquarters Training Center, Two White Flint North, room T-3841, in Rockville, Maryland. Maps of the area as well as name and phone numbers of nearby hotels are enclosed for your convenience (Enclosures 1 and 2).

The tabletop purpose and objectives were provided by the Paducah GDP and are enclosed (Enclosure 3)) for your information. The participants will engage in a structured discussion in response to GDP accident scenario. An emergency response planner from the Paducah GDP will serve as the moderator. The process of talking through plans and procedures should help participants identify weaknesses that need clarification or resolution prior to NRC taking regulatory jurisdiction from DOE on March 3, 1997.
