Gentlemen:

Haddam Neck Plant Supplement I to NUREG-0737 Emergency Operating Procedures Generation Package Response to Draft Safety Evaluation By Reference (1), the NRC Staff transmitted its draft Safety Evaluation for the Haddam Neck Plant Emergency Operating Procedures Generation Package (PGP), which was submitted in Reference (2). The NRC Staff's draft Safety Evaluation concludes that the PGP for the Haddam Neck Plant is acceptable except for the items identified in Section 2.0.

Although our response to those items was requested to be submitted within sixty (60) days of our receipt of Reference (1), we contacted the Haddam Neck Plant Project Manager on February 4,1985 to request an extension to the second half of April,1985. This extension was acceptable to the NRC Staff.

A response to Reference (1) had been prepared and was being reviewed with the objective of submitting our response no later than April 30, 1985. However, during the final stages of the review process, a decision was made to investigate whether the Haddam Neck Plant simulator would be completed on a schedule which would allow for the validation of the Emergency Operating Procedures (EOPs) and operator training on the plant-specific simulator.

....2 This investigation has recently been com;.Ieted and we have concluded that the Haddam Neck Plant simulator will not be completed on a schedule consistent with the requirement of the Order issued by the NRC Staff in Reference (3).

This Order requires the implementation of the upgraded EOPs prior to the start of Cycle 14 (i.e., approximately the beginning of March,1986). Since we believe that the utilization of the plant-specific simulator in the manner described above is the preferred approach, we plan to request a modification to the subject Order and to submit our response to Reference (1) by July 12, 1985. This additional time is needed to allow for the processing of our reqJest to modify the Order.

We currently plan to request a deferral of the implementation date for the EOPs until no later than September 1,1986.
