Dear Mr. Stoiber:
Enclosed please find an application from Edlow International Company for a license to export over a five-year period 1,200,000 curies of bulk gaseous tritium to MB-Microtec, Inc., in Switzerland for the produc21on of sealed light sources. The application is a follow-on request to Edlow's previously issued export license XB001016 for MB-Microtec which authorizes the export of 800,000 curies of tritium gas subject to certain conditions.
According to Edlow, the remaining balance of material to be exported under license XB001016 is 142,212 curies which is approximately a six-month supply. With respect to previous shipments to MB-Microtec, Oak Ridge National Laboratory. Isotope Sales, has advised NRC that it has made three shipments amounting to 90,000 curies since January 1985, and at this time there are no more shipments scheduled. This ras confinned by Edlow International Company.
Before taking action on the new license application, we would appreciate your views, in accordance with established procedures, as to whether the proposed export meets the applicable criteria in the Atomic Energy Act, as amended by the Nuclear Non-Proliferation Act of 1978. Edlow has advised it does not object to NRC placing the same conditions on the new license request as NRC placed on export license XB001016.
