GROUND WATER LEVEL CONTROL AND MONITORING - GRAND GULF NUCLEAR x^

STATION (TAC NO. M79323)

The NRC staff has reviewed exceedances of the Grand Gulf design basis ground water level of 109.0 feet above mean sea level (ms1) that have occurred during the construction and operation of the facility. The staff's August 19, 1985, safety evaluation required that you submit a final report regarding a final i

projection of the maximum post-construction ground water level (GWL) and resolution of exceedance to the design basis GWL.

In addition, you were required to report to the NRC any occurrences of GWLs in the power block area that exceeded the design basis level (109 feet above msl).

The staff has completed the review of your April 30 and September 25, 1992, submittals regarding GWL control and monitoring. The staff also held a telephone conference with representatives of your staff on December 23,1992, anti obtained clarifications on certain aspects of-the submittals referred to above. These submittals deal with two issues, namely,1) raising the Design Ground Water Level (DGWL) from Elevation (E1) 109 feet above msl to El 114.5 Yeet above ms'., and 2) discontinuing Entergy Operations, Inc.'s (E01's) current GWL monitoring program.

- Based on a review of your submittals, tha staff accepts your proposal to raise-the DGWL from 109 feet above msl to 114.5 feet above msl. This is acceptable based on your structural calculations that verify that this action does not compromise the structural stability of the safety-related structures due to the increased hydrostatic loading.

The staff also accepts your proposal to discontinue the current E01 GWL monitoring program, subject to the following commitments made in your September 1992 response and again during a teleconference on December 23, 1992:

1) continue to monitor.the GWLs by measuring the water levels in a representative sample of the wells in the power block area at intervals.

and report to NRC if the GWL exceeds revised DGWL; and 2) carry out a visual

inspection of the cooling tower during each refueling outage to verify that no potential leakage paths exist which would cause the GWL to rise above the_new-DGWL.
