On September 9-13,1996, the NRC completed three inspections at your Cooper Nuclear

'

Plant reactor f acility. The inspections reviewed the liquid and gaseous radioactive waste

management program, the radiological environmental monitoring program, and the solid

radioactive waste management and the transportation of radioactive materials programs.

. The enclosed report presents the scope and results of the inspections,

i In general, our inspections found that the above programs were properly implemented and

j satisf actorily performed. However, the inspectors identified observations that are

deserving of your attention. Observations included poor sample handling techniques used

J

during the collection and analysis of a floor drain tank sample and iodine charcoal

j cartridges from the station's ventilation systems, as discussed in Section R1.1 of the'

enclosed report. Other observations regarding the implementation of the radiological

environmental and meteorological monitoring programs are discussed in Sections R1.3 and

'

R2.4. These observations were discussed with your staff as areas for program

improvements.

Based on the results of this inspection, certain of your activities appeared to deviate from

l your commitments in the Updated Safety Analysis Report, as specified in the enclosed

Notice of Deviation (Notice). We are concerned about the deviation because the

-

emergency power source for the meteorological tower was unavailable for a period greater

, than seven months. Please note that you are required to respond to this letter and should

follow the instructions specified in the enclosed Notice when preparing your response. The

1 NRC will use your response, in part, to determine whether further enforcement action is

necessary to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice." a copy of this letter,

its enclosure (s), and your response will be placed in the NRC Public Document Room

(PDR). To the extent possible, your response should not include any personal privacy,

proprietary, or safeguards information so that it can be placed in the PDR without

redaction.
