DPR-42 50-306 DPR-60 Response to Operator Licensing Examination Reports No. 50-282/OL-96-01: 50-306/OL-96-01 The Operator Licensing Examination Reports No. 50-282/OL-96-01; 50 306/OL-96-01, which were transmitted by your letter of June 19,1996, contained the following paragraph:

03 Operations Procedures and Documentation During the course of the examination, the examiners observed a number of operations procedures were lacking consistent, comprehensive operator actions to ensure continued safe operations during normal and abnormal conditions.

These procedure discrepancies will be discussed in Inspection Reports 50-282/306/96007/DRP).

Last week we received Inspection Report 96007 and we reviewed the section which discussed these proceduralinadequacies. There were two procedures discussed:

C20.1, " Electrical Power System - System Underfrequency Disturbance," and SP-1295, "D1 Diesel Generator Fast Start Test."

The report stated that, since the discrepancies in C20.1 had been identified by the licensee and corrective action initiated prior to identification by the N violation would not be cited. The discrepancies with SP-1295 were that two steps

. lacked space to write in "as found" test data and the procedure did not require this data to be recorded.

Initially, we had a high level of concern about the adequacy of our procedures indicated by the original report's statement: "During the course of the examination, the examiners observed a number of operations procedures were lacking consistent, comprehensive a

operator actions to ensure continued safe operations during normal and abnormal conditions." We are concerned by the serious nature of this statement. However, after reading inspection Report 96007, we understand that we do not have a serious condition to rectify. We believe there is a different level of significance indicated by the two reports. We would appreciate a clarification of the seriousness of this matter. If we are underestimating its significance, we need to be aware of that.
