Dear Dr. Jackson,
Your decision to form an independent inspection team for the purpose of assessing the readiness of Millstone Power Station's three reactors prior to their restart is a good one. However, the fact that Northeast Utilities will have a role in selecting who gets appointed to this team renders the plan useless.
We heartily support the notion of a safety review team if that team is comprised of people with no connection to the utility and no bias toward nuclear power.
Further, the entire process should be made public, and, as the issue has bearing on residents of S.E. Connecticut specifically, all meetings should be conducted in this area.
My wife and I were in attendence at your recent press conference in Waterford and the public meeting that followed.
We have great hopes that you will bring much needed change to the NRC and make it the effective regulatory body it should'be.
Our faith in your desire to do this is deminished when we see i
Northeast Utilities, again, given the opportunity to, in effect, 4
inspect itself.
When meetings, which directly effect the future of us in Waterford, are held in Rockville, Maryland, we become i
skeptical as to your committment to make the NRC's business-the public"s business.

Reactor Regulation, is primarily responsible for this decision but we presume you gave approval as well.
Mr. Russell is viewed by us as part of the problem and his history bears out our sketicism.
As Waterford residents who live in the shadow of i
Millstone we emplore you to act on our behalf.
Our families and our livlihoods depend on your judgment.
Please help us by making decisions which move the agency away from its former role as l
industry promoter.
Under your leadership, the NRC can become the strong public safety advocate it was intended to be.
