The NRC has sent to the Office of the-Federal Register for _publicationi the enclosed notice of denial of a petition -for.rulemaking. - The-petition requested that the NRC amend certain parts'of 10 CFR Part 50 to= require licensees of nuclear power plants and other nuclear facilities.to consider the effect of electrical-transients on.the operability and reliability of nuclear safety related electrical systems.

The NRC is denying the petition = because the ' regulations: already' include :

requirements for lightning protection and for protection against the effects of the electrical transient phenomena presentiin the: nuclear:

power plant environment.

Electrical systems 1have been designed oni thei basis of research conducted-in this area since the 1930s..A thorough-review of operating events at commercial nuclear power plants indicates thatlightningrelatedeventshavenotinhibitedtheirsafeioperationandl shutdown.

The NRC also investigated the.effect of nuclear. electromagnetic, pulse on nuclear power plants and found that a-saft: shutdown.could be accomplished.
