Memo from H. L. Thompson from to R. P. Denise dated May 17, 1985 on Fort St. Vrain - Control Rod Position Instrumentation Enclosed is a June 21, 1985 memorandum from the Division of Safety Technology providing an evaluation of the draft Fort St. Vrain Technical Specifications for Control Rods. This evaluation is being provided under Task 3 of TIA 85-01 (Reference 1). Specifically, these draft Technical Specifications will be usad by the licensee as the basis for developing the procedures required by the Assessment Report (Reference 2) for plant restart. These procedures will govern the operation of the control rods until a formal change to the Technical Specifications can be implemented.
Additionally, the draft Technical Specifications incorporate temperature limits for the Control Rod Drive Mechanisms that are acceptable to the NRC. This is in response to one of the requirenents of our SE on this topic (Reference 3).
The draft Technical Specifications also include responses to the requirements of our SE on Control Rod Instrumentation (Reference 4).
We consider that this completes our obligatior under Task 3 of TIA 85-01 to support your review of draft Technical Specifications related to plant restart.
