Exit Interview (30703)

The inspection scope and findings were summarized on June 4,1985, with those persons indicated in paragraph 1 above. The licensee did not identify as proprietary any of the materials provided to or reviewed by the inspector during this inspection.

Offsite Support Agencies (88050)

The inspector held discussions with licensee management representatives regarding the coordination of emergency planning with offsite agencies.

Written agreements existed with those offsite support agencies specified in the Radiological Contingency Plan (RCP). The agreements had been updated as appropriate.

The inspector determined through the aforementioned discussions and a review of records that the licensee was periodically contacting local and State support agencies for purposes of offering training and maintaining familiarization with emergency response roles.

The inspector visited Lynchburg General-Marshall Lodge Hospitals and interviewed cognizant staff there regarding medical treatment for contaminated injured workers as specified in the agreement between the hospital and the licensee.

Those interviewed were well acquainted with the emergency response role of the hospital in support of the licensee's facility.

The inspector was given a tour of the emergency treatment facilities, and noted that they appeared fully adequate to handle their intended functions.

Emergency Plans, Procedures, Facilities and Equipment (88050)

Based on documental review and discussions with a licensee representative, the inspector determined that there had been no significant changes in the l

RCP since the last emergency preparedness inspection, conducted during December 1983.

The licensee's emergency call list appeared to be current and was available for use at key locations.

The inspector selectively examined emergency kits / equipment and found them to be well maintained, with inspection and inventory performed monthly.

Portable radiological instruments were calibrated semiannually.

The inspector reviewed the plant evacuation routes and assembly points, and found no impediments to an orderly evacuation. Onsite medical facilities, equipment, and supplies were examined and found to be adequate.

The inspector reviewed the licensee's provisions for criticality-accident monitoring.

No violations or deviations were identified in this program area.

Test and Drills (88050)

Discussions with licensee personnel and a review of records confirmed that tests and drills were conducted in accordance with RCP Section 7.

Internal correspondence documented the critique of the June 26, 1984 drill involving notification, evacuation, accountability, and response to a simulated fire.

The inspector reviewed documentation which showed that appropriate follow-up action was taken to correct problems identified during the drills.

No violations or deviations were identified in this program area.

Fire Protection (88050)

The inspector discussed this area with licensee representatives.

Records of training and qualification for the Fire and Rescue Team were reviewed.

Selected equipment and facilities were examined and found to be checked and maintained as required by the license.

Inspector Follow-up (92701) a.

(Closed) Inspector Follow-up Item (IFI) 70-824/82-08-01: Documentation of emergency training given to offsite support agencies. The inspector reviewed internal memoranda which documented training sessions for offsite agencies during 1984.

(Closed) IFI 70-824/84-IN-92:

Cracking of flywheels on Cummins fire pump diesel engines. Although the Cummins engines in question were part of the system which supplied water to LRC for fire fighting, the maintenance of those engines was wholly the responsibility of the Naval Nuclear Fuel Division (see paragraph 7.f of NRC Report No. 70-27/

85-12).
