o ENCLOSURE 1 NOTICE OF VIOLATION South Carolina Electric and Gas Company Docket No. 50-395 V. C. Summer License No. NPF-12 The following violations were identified during an inspection conducted on May 1-31, 1985. The Severity Levels were assigned in accordance with the NRC Enforcement Policy (10 CFR Part 2, Appendix C).

1. Technical Specification 6.8.1 requires that Emergency Plan procedures be established, implemented and maintained. The facility Radiation Emergency Plan (REP) implements this requirement for the onsite emergency organiza-tion. REP, Section 4 identifies Emergency Action Levels (EALs) used to provide relatively quick indication to the operating staff of the severity of a situation with the purpose of providing earliest possible notification of actual or potential accident situations. REP, Section 5.2.1 identifies among the responsibilities of the Interim Emergency Director, the onduty shift supervisor, are the classification of the emergency and notification of off-site organizations and agencies.

Contrary to the above, on May 8, 1985, following the determination that both onsite emergency diesel generators were inoperable for greater than one hour, an event classified under the REP EALs as requiring declaration of a Notification of Unusual Event, the on duty shift supervisor failed to classify the event and initiate off site notifications in a timely manner in that the required classification and notifications were not performed until nearly 9 hours1.041667e-4 days <br />0.0025 hours <br />1.488095e-5 weeks <br />3.4245e-6 months <br /> later on May 9,1985.

This is a Severity Level IV violation (Supplement 1).

2. Technical Specification 6.8.1 requires that the applicable procedures recommended in Appendix "A" of Regulatory Guide 1.33, Revision 2, February 1978 be implemented. Appendix "A" to Regulatory Guide 1.33 recommends procedures for performing maintenance. Electrical Maintenance Procedure (EMP) 115.001 implements this requirement for the periodic preventative maintenance inspection of the station batteries. EMP 115.011 requires, as part of the monthly inspection, that the electrolyte level of each cell be measured and recorded, and that for every one-eighth inch of level below full a correction factor be applied.

Contrary to the above, during the performance of EMP 115.011 on May 3, 1985, the test performer failed to accurately measure and record and apply the correction factor for cells whose electrolyte levels were below full.

This is a Severity Level V violation (Supplement 1).

Summer License No. NPF-12 Pursuant to 10 CFR 2.201, you are required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) admission or dental of the alleged violations; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will be achieved.

Security or safeguards information should be submitted as an enclosure to facilitate withholding it from public disclosure as required by 10 CFR 2.790(d) or 10 CFR 73.21.
