The soil radioactivity concentra-tions in the Radiological Criteria GELS for the 0.2 person rem exposure bound the Yankee values presented in the Decommissioning Plan and in most of the subsequent evaluations, with the exception of the small areas identified above.

23. Though the contention in this case deah with occupational exposure, not public exposure, Dr. Resnikoff's comments regarding public exposure from evaporator operation are not accurate. Public exposures as a result of effluents from the site during decommissioning were determined to be negli5 ible in the GEIS (GEIS Table 4.3 2, p.

4-8). This is consistent with Yankee's estimata (both the 1993 and 1996) which indicate less than one person-rem for public exposure resulting from effluents. Dr.

Resnikoff's assertion that Yankee has not provided an estimate of total exposure to the local population due to routine effluent releases from the evaporator is incorrect. In our response to Interrogatory No.17 contained in our filing of August 21, 1996, "Answeri and Objections to Interrogatories and Motion for Protective Order," Yankee l

reported that the calculated population dose commitment from liquid and gaseous effluents attributed to waste processing evaporator operations from 1993 through the end of 1995 totaled approximately 0.013 person-rem and 0.0016 person. rem, respective- l ly. ,
