. Initiativ;s Tcktn. The following list is a synopsis of initiatives by Maine Yankee: e Completed annual refresher FFD Supervisory training for Ucensee and Contracted Supervisors j i e. Completed bid process and awarded new contracts for testing, collection and blind QA services. j Enhanced Study Guide for FFD Supervisory training e Reviewed and updated general employee FFD training ~ll. Administrative Action-A licensee employee brought a gift wrapped package containing a bottle of alcoholinto the-e protected area. i A memo was issued to all employees as a reminder that possession of alcoholic beverages in company buildings and the protected area is prohibited. - General plant training / retraining lesson plans now stress that possession.of alcoholic-beverages in company buildings and the protected area is prohibited. -{ - Disciplinary procedures were reviewed as a result of the incident. A contractor sent for "for cause" testing received 4 breath tests all of which were substantially. greater than the.04% BAC cutoff. Because of the inability to draw a blood sample in a timely : manner (due to medical reasons) the blood test results were less than.04% BAC, - The licensee extrapolated the results of the blood alcohol test to the~ time of the breath collection. - Both blood and breath tests were considered in making the decision to uphold the positive _.; finding. ~ 111. Lessons Learned The FFD policy must be flexible in applying disciplinary administrative action yet stringent' e enough to prevent future violations. - The-timeliness of drawing blood samples for verification of alcohol ~ content is critical and consideration of all tests results is needed in upholding a positive test for appeal purposes. IV. Effectiveness Evaluation The Maine Yankee FFD program continues to effectively meet both the requirements and intent of 10CFR26. The continu,ing self assessment program initiated by the Ucensee increases the 1 effectiveness and efficiency of the program. In addition," a;recent six month job rotation 1 assignment of Administration Department personnel will allow review of the FFD program and ~ will bring a degree of depth to the program. - V.
