Secondary Blowdown" has been prioritized as discussed in the enclosed evaluation. There is no need for a separate resolution of this issue, but you should assure that the safety concerns identified in this issue are appropriately addressed in USI A-47, " Safety Implications of Control

. Systems" and the implementation of NUREG-0737 item I.C.1, "Short-Term

' Accident Analysis and Procedures Revision" (MPA's F-04 and F-05).

In accordance with NRR Office Letter No. 40, " Management of Proposed Generic Issues," there is no separate resolution to this issue to be monitored by the Generic Issue Management Control System (GIMCS).

However, the attached evaluation will be incorporated into NUREG-0933, "A Prioritization of Generic Safety Issues," and is being sent to other NRC offices, the ACRS, and PDR for comments on the accuracy and completeness of the evaluation.

Any changes as a result of comments will be coordinated with you.

Issue No. 37: ' Steam Generator Overfill and Combined Primary and Secondary Blowdown L

~ DESCRIPTION-Historical Backcround In a report completed in 1980 (Reference A) the AEOD identified potential safety prcblems concerning steam generator overfill due to control system failures and combined primary and secondary blowdown.

As a result of discussions with the Commissioners and the EDO, NRR reported in a J

May 27,~1981 memo to-AE00-(Reference 495) that the' steam generator overfill problem was to be integrated as a sub-task into' Unresolved Safety Issue A-47.

In addition, separate work was scheduled on the matter of combined primary and secondary blowdown to establish its safety significance.

With_ regard to the issue concerning steam generator overfill, USI A-47 deals

~

with control system failures leading to overfill.

A.related issue, Generic Issue 67, " Steam Generator Staff Actions" includes actions which address steam generator overfill following a steam generator tube rupture'and are not'part'of USI A-47.

With regard to the safety issue concerning combined primary and secondary blowdown, this issue has been addressed in the NUREG-0737 item I.C.1,

'"Short-Term Accident Analysis and Procedures-Revision" (MPAs' F-04 and F-05).

CONCLUSION

'The safety concerns identified in this issue are addressed in USI A-47'and NUREG-0737,. item I.C.1.
