4 This acknowledges the receipt of your letter of Seatember 1,1996, which transmitted Revision 23 to your Physical Security )lan. ,

Revision 23 changed the configuration of the Controlled Access Area and described the current Shipment Tracking System. Our review of the Revision j has found it to be acceptable for inclusion into the Plan. i It has been determined that your submittal contains information of a type I specified in 10 CFR 2.790(d). It is therefore deemed to be commercial or financial information within the meaning of 10 CFR 9.17(a)(4) and shall be subject to public disclosure only in accordance with the provisions of 10 CFR 9.19.

Docket No. 70-1151 - Update of Physical Security Plan j l The Westinghouse Electric Corporation hereby submits a revision updating the Physical Security Plan

! for the Commercial Nuclear Fuel Division's Fuel Fabrication Facility located near Columbia, South Carolina. This submittal is being made in accordance with the provisions of 10CFR70.32(e), since it does not decrease the effectiveness of the currently approved security plan.

All pages in each of revised Chapters 2,4, and 7, as well as the revised Table of Contents and 8.0, Signature Page, are included. Revisions are being made 1) to reflect an expansion of the CAA in order to eliminate the need for a gate, and 2) to describe Shipment Tracking under our current computerized

) system. All requirements for Access Control and Shipment Tracking will continue to be met under the revised Plan.
