NRC BULLETIN 96-01, " CONTROL R0D INSERTION PROBLEMS - UNION ELECTRIC COMPANY, CALLAWAY PLANT, UNIT 1 (TAC NO. M95050) 1
Dear Mr. Schnell:
i By letter dated April 4,1996, Union Electric Company (UE) submitted its planned control rod testing for the Refuel 8 outage at the Callaway Plant in response to MC Bulletin 96-01, " Control Rod Insertion Problems." By letter dated September 4,1996, the NRC informed UE that the planned testing for the Callaway Plant was inadequate. By letter dated September 20, 1996, Union Electric submitted its modified Refuel 8 control rod testing plan. This information was supplemented by letters dated September 27 and 30,1996.
The staff has reviewed the revised testing plan for measuring control rod drop times.
For control banks, UE plans to record the time to dashpot entry.
For control and shutdown banks, UE plans to record turnaround times (a time roughly corresponding to rod bottom) instead of obtaining recoil data.
In addition, UE will compare the rod drop times obtained at end of cycle (E0C) to those at beginning of cycle (B0C) 8 and provide these results to the NRC prior to the performance of the drag testing. While this proposed testing is slightly different from that requested in the bulletin, the staff considers this revised plan to be adequate.
In addition, UE submitted the power history, temperature and burnup data for Callaway Cycles 7 and 8.
The staff has reviewed this data and compared it with similar data from Vogtle Electric Generating Plant Units 1 and 2, which use the same fuel type (17 X 17 Vantage 5 with IFM grids) as Callaway. On the basis of this comparison, the staff has concluded that it is not necessary to drag test all rodded assemblies. However, the staff requests that rodded

assemblies from Cycle 8 that will be rodded in Cycle 9, as well as the 13 fuel

assemblies from Cycle 8 with burnups exceeding 30,000 MWD /MTV, be drag tested.
