RELIEF REQUEST FOR USE OF ASME CODE CASE N-508-1 FOR GRAND GULF NUCLEAR STATION, UNIT 1 (TAC N0. M95813)
Dear Mr. H..gan:
By the letters dated June 20 and September 5, 1996, you requested relief for the Grand Gulf Nuclear Station, Unit 1 (GGNS) from the requirements of Section XI, " Rules for Inservice Inspection of Nuclear Power Plant Components," of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code (ASME Code) for the first and second 10-year inservice inspection (ISI) interval in accordance with Paragraph 50.55a(a)(3)(i) of 10 CFR Part 50.
The second 10-year ISI interval begins January 1,1997.
In the letter of June 20, 1996, you requested approval of the use of Code Case N-508-1 for all the Entergy plants: Arkansas Nuclear One, Units 1 and 2, River Bend Station, Waterford 3 Steam Electric Station, and GGNS.
In the letter of September 5,1996, you only addressed the approval of the code case for GGNS and stated that a supplemental letter was planned in the future for the other Entergy plants. Therefore, this letter only concerns the use of the code case for,GGNS.
As required by the regulations, the ISI for ASME Code Class 1, 2, and 3 components at GGNS shall be performed in accordance with Section XI of the ASME Code and applicable addenda as required by 10 CFR 50.55a(g), except where specific written relief has been granted by the Commission pursuant to 10 CFR 50.55a(g)(6)(i).
Or, as stated in 10 CFR 50.55a(a)(3), alternatives te the requirements of paragraph (g) may be used, when authorized by the Commission, if (i) the proposed alternatives would provide an acceptable level of quality and safety or (ii) compliance with the specified requirements would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety.
In the enclosed Safety Evaluation, the staff concludes that your proposed alternative to use ASME Code Case N-508-1 fcr rotation of serviced snubbers and pressure relief valves for the sole purpose of testing in lieu of ASME Section XI Code requirements, for the first and second 10-year ISI interval, is authorized by law, pursuant to 10 CFR 50.55a(3)(a)(ii).
