'IEEU : D<ecutive Director for Operati SUILTECT: UNIQi GP CQCERED SCIDEISTS FETITIG1 This nmorandum presents the overall staff conclusions and recar.mandations concerning the Union of Concerned Scientists petition of Novarber 4,1977. The petition was based on the results of recent tests of electrical connecter qualifications and fire protection nuasures conducted for the NRC at the Saniia Laboratories in New Mexico.

As is discussed in the enclosed report on the petition and in cur previous reports of Novrzrber 9,18, 22 and 25 and of Decenber 6, 1977, the staff has taken and has underway a number of actions concerning the qualifications of electrical con-nectors, conmnt electrical penetrations, ard other safety-related electrical griprent located inside and outside contaitrents of nuclear power plants. These actions were taken in response to the Sandia tests, recent operating experience, and the Union of Concerned Scientists petitica. .

As a result of these actions, the staff has concluded that there is no innediate safety problan with respect to electrical connectors and other safety-related electrical eqaipmnt in operating plants, in plants under construction, or in plants in the licensing review process. With regard to the fire protection of these nuclear plants, the previous and enclosed staff reports show it the actions already taken and now underway by the sth - in accordance with the NBC's Fire Protection Tction - . that was developed before the Sandia tests were conducted continue to prtnide adequate protection to the health and safety of the public.
