Mr. Steven 0. App, Deputy Chief Financial Officer U. S. Department of the Treasury Washington, DC 20220

Dear Mr. App:

In George Mr. response Munozto a memorandum sent to the Chief Financial Officers C dated April 8, 1996, on the subject of " Congressional Testimony," we pr, ovide the following:

The U. S. Nuclear Re major systems (i.e.,gulatory Commission has conducted a sampling of its systems are storing a four-digit year. Payroll and Fee Billing) and has found we will have significant problems with the turn of the However, .

centuryTherefore during the past six months, we have taken the following additional steps to ensure to change that ourwe adequately system through: address the potential impact of the century the development of a strategy that instructs our contractors to examine our systems over the course of the next three years (CY 1996 through CY 1998), as they are tasked with other changes to the system .

All programs and data definitions will be examined when the system has

. been purpose.identified i for modification or enhancement for some other  !

routinely to reflect whether.the system is still active.A compl are examined, the inventory will be marked to reflect this f act.As systems At the end of CY 1998, this inventory will be used to identify those j systems that remain to be examined in 1999.

We believe that this '

approach will minimize the cost of system examination for those systems that require changes for other purposes and will conserve dollars, the nextsince wegars.

We are also in the process of issuing an agencywide bulletin via our local i area network electronic mail system that will alert end users / developers of the impact of the century change. We feel this is important, since <

locally-based user-developed systems are not centrally identified and, yet, i the business areas served by these systems may have significant dependence on the system. However, we believe that with the presence of a "date" type field in most of the COTS products that would generally be used to develop ,

local systems,'the impact will be minimal. This problem (two-digit year) is far more likely to be seen in systems developed using the interpreted or compiled language products.

Obviously, as we enter the last year of the century and review our system inventory for systems that have not been reviewed, we may find that we must divert resources to address these remaining systems. However, we believe that the approach we are taking is sound, since our more critical systems are modified or enhanced on a more frequent basis (develop query, report, etc., to respond to Freedom of Information Act requests). Further, we believe this approach will result in the most cost-effective solution to-address this significant system concern.

Should you have any questions regarding the approach we are taking, or our systems, please contact Karen VanDuser, Acting Chief, Systems Development and Integration Branch (Internet Address: kmv@nrc. gov or telephone (301) 415-7223).
