DOCKET NOS. 50-266 AND 50-301 UPGRADED EMERGENCY OPERATING PROCEDURES POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 This letter is to inform you that we implemented the up-graded Point Beach Emergency Operating Procedures (EOPs) on July 1, 1985, as committed to and confirmed in Mr.

Eisenhut's letter dated February 5, 1985, " Supplement 1 to NUREG-0737, Request for Modification of Commission Order dated July 2, 1984, Point Beach Nuclear Plant, Units 1 and 2."
Please note that as of July 1 a few administrative items remain to be completed as discussed below.
These items will be completed in the near future.
During the EOP verification process, numerous changes were made to the Procedure Generation Packege submitted with our letter dated June 1, 1984.
The versions of the Writer's Guide and the EOP Verification Procedure used in the final verification process have been documented for each procedure.
The deviation document, which provides a description of where the plant specific upgraded EOPs differ from the generic Westinghouse Emergency Response Guidelines, is not yet complete due to the need to ensure this document is up-to-date with respect to the EOPs as implemented.
Also, from the verifi-cation process a few items remain which may improve the workability of the procedures but not affect the ability of the EOPs to accomplish their intended function.
These items will be evaluated with respect to whether future revisions to the EOPs are warranted.
The formal validation of the EOPs will be performed as part of the Point Beach Control Room Design Review and will be completed by the end of November.

R. Denton July 2, 1985 found during this validation will be completed in accordance with a schedule to be determined at that time.
The validation performed by the Westinghouse Owner's Group on the generic ERGS and the operator feedback through simulator and classroom training on plant specific drafts of the EOPs provides assurance that these procedures are usable by the operators and provide a significant improvement in accident mitigation for Point Beach Nuclear Plant.
Initial training of the operators in the classroom and at the simulator in the use of the upgraded EOPs has been completed.
EOP training will be an ongoing process as operators proceed through normal training cycles, ensuring any future revisions are familiar and understood.
