Subject:

FUEL RACK CRITICALITY REANALYSIS Dave-To satisfy the Cycle 8 er argy plan, RBS intends to increase the maximum enrichment allowed for spent fuel to be stored in the high density spent fuel storage racks from 3.8 to 4.8 wt% U-235.

Our reanalysis shows this to be acceptable in that it maintains Keff below 0.95 under all normal and abnormal conditions. Among other things, the reanalaysis was based on the " SCALE-4" code package (vice the KENO code which was used previously). The overall reanalysis methodology is identical to that used in similar reanalyses at W3 and ANO.

W3 and ANO rec'd NRC approval for this change. As far as I can tell, NRC approval was necessary because enrichment was included in the TS's (which is not the case here at RBS).

So far,it appears that we can implement this analysis methodology change under 10CFR50.59 (no USQ). Do you or the staff have any views on this matter?
