NRC INSPECTION REPORT NO. 50-346/96007(DRS)

Dear Mr. Wood:

This refers to the inspection conducted by this office on July 29 through

August 27, 1996. This inspection included a review of activities authorized

for you Davis-Besse Nuclear Power Station. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed report.

The inspection included an assessment of the quality and effectiveness of

engineering and technical support. Areas examined during the inspection are

identified in the report.

Within these areas, the inspection consistei of a

selective examination of procedures and representative records, observations

of activities, and interviews with personnel.

Overall, we determined that engineering was well integrated into the day-to-

day activities of the plant.

Engineers were active in the resolution of

technical issues and generally proactive in the identification and resolution

of potentially generic industry concerns. One unresolved item was identified

in your performance of 10 CFR 50.59 licensing evaluations.

In accordance with 10 CFR 2.790 of the NRC's " Rules and Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
